摘要: 一、重點果樹類作物TGAP系統建置與推廣 為建立符合國際規範且能實際應用之果樹類TGAP,本研究研擬比較TGAP與新版GlobalGAP管制點及符合性規範之異同,並依照GlobalGAP法規及條文,建立符合國際驗證規範之新版TGAP文件與紀錄表單,提供生產者參考應用。作為將來拓展國際外銷市場的基礎,提高國內果品的國際競爭力。 二、蔬菜良好農業規範(TGAP)簡化作業與推廣試辦 產銷履歷制度的推動除 了對消費者飲食安全上的保障之外,對農業生產與加工經營者具有產地的區隔、降低風險及消弭法律責任、提升農業經營效率與加速農業轉型、以及落實永續農業、循環農業的精神等優點。且目前參與 履歷驗證多屬個別驗證,經營規模普遍不大,現行配合生產階段的良好農業 規範已屬不易,再要求農業經營者針對加工階段的處理場所與流程,符合 HACCP或有機農產加工品驗證管理辦法相關規定等認驗證實務與規範上不易推廣。本計畫之目標為重新檢視現行流程,並簡化作業,希望能把規範單純化 ,針對現行制度與驗證管理辦法如何向下延伸至初級加工端,並能銜接後段加工的良好農業規範(TGAP)。 三、作物TGAP系統建置與推廣-花生及胡麻 1.本計畫擬透過實地訪談,探討現行雜糧(胡麻、落花生)特作之TGAP初級加工步驟危害問題點情形,評估其容易產生危害的衛生安全關鍵製程,針對衛生安全關鍵製程發生之危害提供解決方案,並召開專家會議辦理審查,另透過業者說明會以教育訓練方式進行推廣說明。 2.研究評估具推動產銷履歷必需性之現行雜糧(胡麻、落花生)特作之TGAP初級加工步驟內容,完成衛生安全危害管理分析評估報告共2份。 3.透過研究農產業(胡麻、落花生)初級加工步驟衛生安全危害,建立分析評估模式,未來可分區或分級導入初級加工廠,使國內相關業者衛生安全管理水準得以全面提升。 1.The development and extension of Taiwan Good Agricultural Practice (TGAP) on fruit In order to establish the TGAP of fruit tree which conforms to the international specifications and can be applied in practice, this study compares the similarities and differences of control point and compliance criteria between the TGAP and the new Global GAP. The international validation standard of TGAP documentation is in accordance with the rules and clauses of Global GAP, which is used as a producer reference, and for future expansion of the international export market. 2.The Simplify Practice and Promote of TGAP of Vegetables Based on food safety issues, our government had constructed and implemented Taiwan’s Agriculture and Food Traceability (TAFT) policy since 2003, Taiwan Good Agriculture Practice (TGAP) since 2007. To assure TAFT’s major target for guarding consumer’s health, government needs to input massive resources such as cross departmental coordination, companies-wide alignment in food supply chains. The progress and effect are to be evaluated and simplified. 3.Establishment and Popularization of Crop TGAP System-Peanut and Sesame (1)This project aims to investigate the hazards of the current TGAP primary process of grains (sesame and peanut) through field interviews, assessing the hazard-prone health and safety critical processes and the hazards to health and safety critical processes Provide solutions, and convene an expert meeting for review, and the other through the industry will be to explain the way of education and training to promote. (2)To study and evaluate the content of the TGAP primary process of grains (sesame and peanut), which are necessary to promote the production and marketing resume, and complete report on health and safety hazard management. (3)Through the research on the health and safety hazards of the primary process of grains (sesame and peanut), the model of analysis and evaluation can be established, and the primary processing plants can be divided or graded in the future so that the health and safety management standards of related industries in Taiwan can be improved comprehensively.
